Frank Montague Moore - born in Taunton, England studied at the Liverpool Art School and the  Royal Institute in England and took additional painting lessons from Henry Ward Ranger in New York.  He left New York for Hawaii in 1910 and came to California in 1928.  

This painting must be of his California years from 1928 to his death in Carmel, California in 1967.
The painting is in great condition except for one very small tear (shown but hardly visible in image 4) and a chip off the painting which can be very easily repaired.
